This Safety Policy explains what is not allowed on our Service, what we do to keep members safe, how to report someone, what happens when we act on a report, and where to get help. It applies to the websites at scruff.com, jackd.com, and perrystreet.com (each, a "Website") and to the SCRUFF and Jack'd mobile and web applications (each, an "App"; together with the Websites, the "Service"), which are owned and operated by Perry Street Software, Inc. ("Perry Street," "we," "us").
This is the Safety Policy that Perry Street provides to members in Colorado under the Colorado Online Dating Services Safety Act (C.R.S. § 6-1-731.5). We have written it in plain language and kept it in one place so that it is easy to find and easy to keep current.
We are committed to providing a safe, respectful, and private environment for our global lesbian, gay, bi, trans, and queer (LGBTQ+) community. To promote safer online and in-person dating experiences, we maintain robust product safeguards, guidelines, and resource networks. Please review these disclosures and safety guidelines carefully before communicating or meeting other members.

If you are in immediate danger, call 911 or your local emergency number first. Reporting to us is not a substitute for contacting law enforcement.1. What conduct will get a member removed from SCRUFF and Jack'd?
We decide who is allowed to be a member of our Service. We remove content and ban members when we determine — based on member reports, the evidence available to us, or legal process — that a person has engaged in conduct that threatens the safety of another person. This applies whether the conduct happens on the Service or offline, if it comes to our attention. Where conduct may be criminal, we refer it to law enforcement.
The conduct that can lead to removal or a ban includes, without limitation:
- Violence and physical harm: committing, attempting, or threatening physical assault, domestic violence, or harm against another person.
- Sexual violence and non-consensual conduct: sexual assault, non-consensual sexual messaging, coercive behavior, or sexual exploitation.
- Non-consensual intimate imagery: sharing, threatening to share, or soliciting intimate images of another person without their consent, including sextortion.
- Stalking and harassment: repeated unwanted communications, tracking another person or their property without consent, doxing, or sharing someone's private information without authorization.
- Involuntary intoxication: drugging, spiking, or otherwise intoxicating another person without their knowledge or consent.
- Financial fraud and scams: fake profiles or impersonation used to deceive, manipulate, or solicit money, cryptocurrency, or financial credentials from members.
- Harm to minors: any sexualization of, contact with, solicitation of, or content involving a minor. We report child sexual abuse and exploitation material to the National Center for Missing & Exploited Children (NCMEC) as required by law.
We also remove and ban members for other conduct that threatens the safety of a person or the public, including homicide, kidnapping, robbery, and theft.
This is a summary of the conduct most relevant to member safety. The complete list of what is and is not permitted appears in our
Terms of Service, which is incorporated into this Safety Policy by reference.
Consent is required — and required by law. Engaging in sexual conduct with another person without that person's consent violates this Safety Policy, is against the law, and may result in criminal or civil liability. Consent must be freely given, informed, and ongoing, and it can be withdrawn at any time. We cooperate with law enforcement investigations regarding technology-facilitated abuse, sexual assault, and harassment, as described in Section 7.
2. Does Perry Street run criminal background checks on members?
No. Perry Street Software does not conduct criminal background screenings of its members, and passing a background screening is not a condition of membership.
Do we exclude members who have a criminal record? No. We do not deny or terminate membership because a person has a criminal conviction of any kind, and we do not maintain any list of conviction types that automatically result in exclusion. We act on conduct — what a member does on or in connection with the Service — not on criminal records. Conduct that threatens the safety of another person can lead to removal or a ban as described in Sections 1 and 4, whether or not that conduct has resulted in a criminal charge or conviction.
Important safety note. Background screening is not foolproof. Screenings can give a false sense of security; records can be inaccurate or incomplete; and no screening covers arrests, charges that were never filed, convictions in other countries, or people who have never been caught. Nothing we do replaces your own caution when you talk to, or meet, someone new.
3. Does Perry Street verify a member's identity or age?
We do not verify the identity of every member. We use the following measures:
- Adults only (18+). The Service is restricted to adults. Every member must confirm at registration that they are at least 18 years old.
- Selfie verification. Any member may complete our optional selfie verification. We may also require a member to complete a live-camera selfie verification when we suspect that an account is inauthentic, compromised, duplicate, underage, or has been reported for impersonation ("catfishing"). If a member declines to verify when we require it, we may limit the account's features or suspend it until verification is completed.
- Verification badges. Members who complete selfie verification can display a verification badge on their profile, indicating that their live photo matches their profile photos. A badge is not a background check, an identity-document check, or a guarantee that a person is safe.
- Age assurance and underage accounts. We act on signals and reports that suggest a member may be under 18. Where we suspect a member is underage, we suspend the account and may require verification. Accounts confirmed to belong to a minor are removed, and illegal content involving minors is removed and reported to NCMEC.
Biometric data. Selfie verification uses face-matching technology. We describe what is collected, how it is used, who processes it, and how long it is kept in our
Notice and Consent to Process Biometric Data and our
Privacy Policy.
4. What happens when a member is reported or violates this Safety Policy?
We review every report we receive. When we find a violation, we take action that is proportionate to the conduct.
How we decide. We consider the seriousness of the conduct, the evidence available (including chats, photos, and profile content), the context, and any prior reports or prior enforcement actions involving the reported member. Repeat conduct escalates the response.
What we may do. Depending on what we find, we may issue a warning, remove content, restrict features, temporarily suspend an account, or permanently ban an account.
Immediate permanent bans. Conduct that threatens public or personal safety — including violence or threats of violence, sexual assault or other non-consensual sexual conduct, drugging, robbery or theft, trafficking, child sexual abuse or exploitation, and fraud — results in a permanent ban, without a prior warning.
Bans apply across SCRUFF and Jack'd. Perry Street operates both SCRUFF and Jack'd. Where a member is banned from one App for conduct that threatens public or personal safety, we review and may bar that person from the other App.
Preventing return. We take steps to prevent banned members from creating new accounts, including the use of device- and account-level signals. Attempting to evade a ban is itself a violation of our
Terms of Service.
5. Can a suspended or banned member appeal?
Yes. Any member whose account has been warned, suspended, or banned may appeal.
- How to appeal: submit a request at https://support.scruff.com (SCRUFF) or https://support.jackd.com (Jack'd), or through the in-app support flow shown when a restricted member attempts to sign in.
- What to include: the account name or email associated with the account, and an explanation of why you believe the decision was incorrect. You may attach supporting information.
- How it is reviewed: appeals are reviewed by a trained member of our Trust & Safety team — not by an automated system alone. We may ask you for more information.
- While the appeal is pending: the restriction on the account remains in place until the appeal is decided.
- Outcome: we notify you of the outcome. Reinstatement is not guaranteed. We do not reinstate accounts banned for conduct that threatens public or personal safety.
6. How do I report someone?
You can report a member at any time, from anywhere in the App. Reporting is confidential: we do not tell the reported member who reported them.
- In the App: open the member's profile or your chat with them, tap the menu in the upper-right corner, and select "Report." You can also block the member from the same menu.
- Online support portals: SCRUFF users may file a support ticket at https://support.scruff.com; Jack'd users may file at https://support.jackd.com.
- What to include: the member's profile name, the date, and a description of what happened. Screenshots help, but are not required.
Do not submit false reports. Reports must be made in good faith. Do not report another member falsely, or for malicious, biased, retaliatory, or other illegitimate reasons. Doing so violates our
Terms of Service and may result in the suspension or permanent ban of your own account.
7. Do you tell other members — or law enforcement — when someone is reported or banned?
Reports generally. We do not notify members who previously interacted with a member who has been reported, suspended, or banned. We encourage every member to use the blocking and reporting tools in the App and to follow the safe-dating guidance in Section 9.
Privacy of investigations. To protect the safety and privacy of the people involved, we do not share the results, transcripts, or details of our safety investigations with other members or third parties, except in response to a lawful subpoena, warrant, or court order, or where otherwise permitted or required by law. Working with law enforcementWe respond to valid legal process — such as subpoenas, court orders, and warrants — in accordance with applicable law and our
Privacy Policy, and we require that requests be properly scoped and legally sufficient before we disclose member information.
Separately, we may proactively refer a member, member activity, or a member complaint to law enforcement where we believe in good faith that there is a risk of serious harm to a person, including apparent child sexual abuse or exploitation (which we report to NCMEC), credible threats of violence, and threats to life.
8. What safety measures do you take on the platform?
The following safety measures are reasonably designed to promote safer online and in-person dating experiences. Unless we say otherwise, these measures are on by default for every member.
Moderation and detection
- A combination of automated systems and trained human reviewers moderates profiles, photos, and chat content for violations of our Community Guidelines, found at https://www.scruff.com/guidelines and https://www.jackd.com/guidelines
- Proactive detection of spam, scam, and romance-fraud patterns, and of fake or duplicate accounts.
- We act on reports of child sexual abuse material and report it to NCMEC as required by law.
Controls you have over your own experience
- Block, mute, and report any member from their profile or from your chat.
- Control who can see you and message you, and hide your profile from view.
- Control the visibility of your photos, including private albums that you unlock for specific members.
- Control the visibility of your distance and location, including options to hide your distance from other members. Our use of location, and your choices about it, are described in our Privacy Policy.
- Protect your account with a passcode and, where supported, a discreet app icon.
- Delete your chats and your account at any time.
Identity, health, and travel
- Optional selfie verification and verification badges (Section 3).
- Sexual-health features and resources, including the ability to share testing and status information at your option. See our Health Data Privacy Policy
- Travel safety warnings for members entering countries where LGBTQ+ people face heightened legal or physical risk.
Education and support
- In-app and web safety guidance, including the safe-dating guidelines in Section 9 and the support resources in Section 10.
- A Trust & Safety team trained to recognize reports involving fraud, threats, and scammers or catfishers, and to point members to appropriate support.
9. What are your safe dating guidelines?
No product feature can make meeting a stranger risk-free. Please read the following before you chat with, or meet, someone new.
Online dating safety and guarding your personal data
- Identity theft notice: anyone who is able to commit identity theft can also falsify a dating profile.
- Minimize profile details: never include your last name, home address, email address, phone number, place of work, or other identifying information in your public profile or initial messages.
- Stay within the App: keep your chats and photo sharing inside the SCRUFF or Jack'd app, as scammers often pressure users to move to unmoderated messaging platforms (like WhatsApp) quickly.
- Insist on video chat: before agreeing to meet offline, request a quick video call within the app or another secure service to verify that your match's appearance matches their profile photos.
Protecting yourself from sexual assault and dating violence
- Meet only in public: for your first several dates, always meet in a populated, public location. Never meet at a private residence or isolated location.
- Tell a friend: inform a trusted friend or family member of your plans, including who you are meeting, where you are going, and when you expect to return.
- Control your own transportation: provide your own transportation to and from the date, or use a taxi or rideshare service. Never let your date pick you up from your home or workplace.
- Watch your food and drinks: never leave your drink or food unattended, and always order directly from the bartender or server to prevent drink tampering.
- Trust your instincts: if an interaction makes you feel uncomfortable or unsafe, leave immediately. You do not owe anyone politeness over your physical safety.
Protecting yourself from financial crimes
- Never send money: stop communicating with and report anyone who asks you for money, wire transfers, financial assistance, banking credentials, or cryptocurrency investments, regardless of their story.
- Watch for escalation: be cautious of anyone who quickly professes strong feelings, refuses to video chat or meet, claims an emergency, or offers to teach you about cryptocurrency or investing.
- Protect your images: anyone who threatens to share your intimate images unless you pay them is committing a crime ("sextortion"). Do not pay. Report them to us and to the FBI at ic3.gov.
10. Where can I get help as a crime victim or survivor?
If you have experienced sexual assault, domestic violence, or any other crime, you are not alone and help is available. In an emergency, call 911.

How we make it available
- We link to this Safety Policy from the main page of scruff.com and jackd.com, from the settings screen of the SCRUFF and Jack'd apps, from our Terms of Service, and from our Privacy Policy. Each link's text tells members that it navigates to our Safety Policy.
- We publish this Safety Policy as a web page designed to be readable on mobile devices and accessible to people with disabilities.
- We submit the URL of this Safety Policy to the Colorado Attorney General's Office, and we file an annual safety report with that office, as required by C.R.S. § 6-1-731.5.
Changes and how to contact us
We may update this Safety Policy as our features, our practices, and the law change. We will post the updated version here and change the "Last Revised" above.
